USA Today is reporting that Rowan County deputy clerks will begin issuing same-sex marriage licenses, although their legal basis for doing so remains unclear.
To add to the complexity: Judge Bunning says he is reluctant to release Davis for fear she would go to court again in what he described as a “ping-pong” match.
