I didn’t realize that Trump is an expert on Iowa election law.
Probably because he’s not. He does not have any idea what he is talking about. We can argue the ethics of what Senator Cruz’s campaign did with the distasteful mailer in Iowa and with the late email to grassroots activists, but neither are criminal or meet the criteria of voter fraud or, as Iowa calls it, “election misconduct.”

Most people on the ground can tell you that Cruz’s superior organization and his coalescing evangelicals and libertarians are what won the Iowa caucuses and not an ill-advised mailer that went to a small target group (my daughter got one and we laughed it off because she was not old enough to vote before) or a small group of precinct captains who said Carson was dropping out (the email they received did not say that).
Trump lost because he thought he could win Iowa based on his cult of personality, and now he’s throwing a temper tantrum over it.
Furthermore, what Trump suggests is that the 187,000+ Iowa Republicans who voted on Monday be disenfranchised because he didn’t win.
I thought he was about winning, not whining.
