The number of individuals registering to vote without a valid photo ID is on the rise in three critical 2024 swing states, fueling renewed concerns about the integrity of U.S. elections. According to public data from the Social Security Administration (SSA), Texas has seen 1,250,710 people register to vote without a photo ID since the start of 2024. In Pennsylvania, 580,513 people have been able to register. Meanwhile 220,731 individuals lacking photo ID have registered to vote in Arizona.
Federal law allows first-time voters to register even if they lack a government issued photo ID or drivers license. The Help America Vote Act of 2002 instructs state election officials to use an individual’s Social Security Number (SSN) to verify their identity if they lack other forms of identification. According to the law, the last four digits of a registrant’s SSN are then verified by the Social Security Administration through its Help America Vote Verification (HAVV) system.
ELECTION INTEGRITY RISKS.
Verifying a voter’s identity via the HAVV isn’t fool proof, however. Illegal immigrants who obtain work permits are issued Social Security Cards — leaving open the possibility that an error in the HAVV database could result in them being able to cast a ballot. The government agency has been plagued for years by overpayment issues caused by data and human error.
The National Pulse previously reported that Americans overwhelming support strong voter ID laws. A Pew Research survey from February found that 81 percent of respondents said they favor requiring people to show government-issued photo identification to vote, and 82 percent said they favor requiring paper ballot backups for electronic voting machines.
These new, unreliable registrations in Arizona, Texas, and Pennsylvania are more than enough to swing the 2024 election in those states. In the 2020 election, Trump won Texas by 631,221 votes. Biden won Pennsylvania by 80,555 and Arizona by just 10,457 votes.
