This Country Will Soon Distribute Emergency Survival Guides to Every Home.

A survival manual could soon be distributed to every household in France. Once approved, the 20-page booklet will be provided to every French citizen. The government hopes to complete the distribution by summer. According to officials, the manual is intended to help French citizens prepare for imminent threats, including armed conflict within the country’s borders.

“The survival manual aims to encourage citizens to develop their resilience in the face of different crises,” French Prime Minister François Bayrou‘s office stated in a recent media interview. “This includes natural disasters, technological and cyber incidents, health crises like COVID-19, and security crises like terrorist attacks and armed conflict.”

In 2022, the French government launched a website providing instructions on how to prepare for an emergency situation. The manual is believed to feature content similar to that the French government provides online—including strategies to protect one’s family from immediate threats, critical radio channels, and how best to contribute to local reserve defense units. Notably, one section of the booklet will deal with what individuals should do in the case of a nuclear attack.

The French Prime Minister’s office insists that “…the first step in citizen engagement is to be informed about threats and stay updated,” adding: “Engagement can also mean joining associations, such as the reserve forces.”

French President Emmanuel Macron announced at the start of March that the country aims to expand the number of military reservists to 100,000 over the next decade from the current total of 40,000.

France is not alone in distributing emergency manuals to its citizens. Both Finland and Sweden have recently distributed similar booklets with instructions on how to handle extreme weather events, military conflicts, power outages, and other emergency situations.

One of the primary methods the group says it will employ in its campaign is geofenced digital ads, meaning the online advertisements will be limited to specific geographic locations, even individual buildings. Geofencing is a common practice in the digital advertising space to ensure a specific audience or consumer base is reached.

In the case of Show Faith by Works, LLC, it appears they intend to geofence their ad campaign to specific, predetermined churches and Christian universities. It is unclear if ad recipients will continue to receive the digital messages outside of the geofenced area, though that is often an option employed by advertisers to keep their ads in front of their desired audience.

Specifically, the filing states they will “Geofence the actual boundaries of every Major church in California, Arizona, Nevada and Coloardo and all Christian Colleges during worship times,” and “Track attendees and continue to target with ads.”

The FARA filings reveal an expansive campaign, with a total budget of nearly $1 million, with just under $700,000 earmarked for the ads themselves. While much of the campaign appears focused on tourism promotion to Christian pastors, the filing’s links to the Israeli Ministry of Foreign Affairs, rather than the Ministry of Tourism, do indicate that political influence on behalf of the Israeli government is at least a secondary goal.

Notably, Show Faith by Works, LLC’s filing reveals that at least some portion of the campaign budget is directly financed by the Israeli Ministry of Foreign Affairs. Any organization seeking to influence U.S. politics using funding from a foreign government must legally register under FARA.

The council’s managing director for energy policy, Nolan Rutschilling, claims, “This legislation allows utilities and retail energy providers to establish programs that save customers money.” However, such promises of savings fail to fully address concerns about handing over control, voluntary or not, of householders’ energy use, especially if an opt-in pilot lays the groundwork for a compulsory program.

If passed, the program could launch within two years, with a review by the state’s public utility commission after three. Democrat-governed Arizona and Connecticut are already looking to test similar demand-response programs.

Texas Governor Greg Abbott (R) has approved President Donald J. Trump’s request to deploy 400 Texas National Guard members for federal duty to safeguard federal officers in cities like Chicago, Illinois, and Portland, Oregon, where state and local leadership is Democratic and largely opposed to enforcing federal immigration law. Illinois Governor J.B. Pritzker had urged Abbott to oppose the deployment.

War Secretary Pete Hegseth has confirmed the guardsmen will serve for up to 60 days in states including Illinois and Oregon. Abbott said of the initiative, “I fully authorized the President to call up 400 members of the Texas National Guard to ensure safety for federal officials.” He also criticized Pritzker’s resistance, saying, “You can either fully enforce protection for federal employees or get out of the way and let Texas Guard do it.”

Pritzker denounced the move as “Trump’s Invasion,” complaining that no federal officials consulted him beforehand. He argued, “There is no reason a President should send military troops into a sovereign state without their knowledge, consent, or cooperation.”

Oregon, governed by Christine ‘Tina’ Kotek (D), has also resisted National Guard deployments. A federal judge has already issued a temporary restraining order blocking the deployment of 200 Oregon National Guard troops to Portland, citing concerns about using military force without evidence of a significant threat or insurrection despite the regular attacks on a U.S. Immigration and Customs Enforcement (ICE) facility in the city. Efforts to deploy National Guard units from California have also been blocked. The Trump administration intends to appeal these decisions.

White House spokeswoman Abigail Jackson said of the pending Guard deployments, “Amidst ongoing violent riots and lawlessness, that local leaders like Pritzker have refused to step in to quell, President Trump has authorized 300 national guardsmen to protect federal officers and assets. President Trump will not turn a blind eye to the lawlessness plaguing American cities.”
