Ukrainian officials said the vessel was a legitimate military target under international law and reported that it was empty at the time of the strike.
Putin dismissed the attack as an attempt to drive up insurance costs for Russian shipping but warned that Moscow would respond. The strike marked a notable expansion of Ukraine’s campaign to disrupt Russian revenue sources beyond the immediate battlefield.
