According to a State Department cable issued on July 3, the individual sent voicemails and text messages to at least five individuals, including three foreign ministers, a U.S. governor, and a member of Congress.

It is believed that the impostor was attempting to manipulate their targets with the messages in an effort to gain access to sensitive government information or accounts. It remains unclear whether the perpetrator was acting alone or on behalf of a foreign government.

The impostor created a Signal account in mid-June under the display name “Marco.Rubio@state.gov,” which is not a legitimate email address used by the Secretary. According to the State Department, the impostor subsequently used the Signal app to leave voicemails using an AI-generated version of Sec. Rubio’s voice for at least two individuals. Meanwhile, one other individual received a text message from the Signal account inviting them to communicate further on the app.

In addition to impersonating Sec. Rubio, the diplomatic cable indicated that it is believed that other State Department officials have been impersonated using false email addresses as well. Notably, the Federal Bureau of Investigation (FBI) warned in May that it believed “malicious actors” were utilizing AI technology to impersonate U.S. government officials as part of an “ongoing malicious text and voice messaging campaign.” The bureau indicated that the scheme was targeting other U.S. government and foreign leaders in an effort to “elicit information or funds.”

Significant advances in AI-powered large language models (LLMs) and audio mimicry mean that malicious actors, in some instances, only need a handful of short clips of an individual’s voice and speech pattern to create a believable approximation of that person.

While the State Department has publicly confirmed that at least five individuals were targeted by the impostor, it is unknown whether any of the officials responded to the messages.

The incident began around 10:37 PM when 10-12 suspects, some masked, defaced vehicles with graffiti reading “ICE pig” and “traitor” and set off fireworks near the facility. As two unarmed ICE corrections officers responded, an assailant fired 20-30 rounds at them, while another shot an arriving Alvarado police officer in the neck.

Acting U.S. Attorney Nancy Larson explained that the vandalism and fireworks had been intended to lure federal agents into the open. Once law enforcement was drawn out, they were fired upon from a wooded area nearby.

“Today, my office has charged ten individuals with three counts of attempted murder of a federal officer,” Larson said. “Each of the ten are also charged with three counts of discharging a firearm in relation to a crime of violence. Each of these defendants faces a mandatory prison term of ten years and up to life in prison. An additional co-conspirator was charged with an obstruction of justice and conspiracy for attempting to conceal and destroy evidence in relation to the attack, and he faces up to ten years in prison.”

She stressed that the attack “was a planned ambush with the intent to kill ICE corrections officers. Make no mistake; this was not a so-called ‘peaceful protest.’ It was, indeed, an ambush.”

Authorities recovered AR-15 rifles, body armor, and materials like a ‘Resist Fascism’ flag, and ‘Fight ICE terror’ and ‘Organising for Attack! Insurrectionary Anarchy’ fliers, suggesting an organized effort.

Meanwhile, a gunman was killed on Monday after entering the Rio Grande Valley Border Patrol building near McAllen International Airport, Texas, and opening fire.

These incidents come in the same week as Axios reported Democrats were telling them their base has become increasingly radical, particularly on immigration, with one unnamed lawmaker telling the news outlet, “Some of them have suggested … what we really need to do is be willing to get shot.”

“Some prisoners are coming out knowing how to make a bomb. Others are learning how to use the dark web or commit financial crime. For many, it’s about protection but it’s also about opportunity,” said study author Dr. Hannah Bennett.

The findings follow high-profile attacks on prison guards. These include an incident involving Hashem Abedi, Manchester Arena bomber Salman Abedi’s accomplice brother, who attacked three officers with makeshift knives and hot oil at HMP Frankland in April, and Southport mass murderer Axel Rudakubana, who scalded a guard with boiling water.

Dr. Bennett characterized maximum-security prisons as oppressive, “black hole”-like settings, marked by rampant corruption, pervasive violence, and inadequate oversight, increasing risks “exponentially.”

Britain’s prison system is highly overcrowded, due to previous Labour and Conservative governments failing to substantially increase capacity. The current leftist Labour government is releasing thousands of prisoners to ease the stress on the system.

Another Democrat noted that their constituents are done with “civility” and are urging preparation for “violence… to fight to protect our democracy.”

“Some of them have suggested … what we really need to do is be willing to get shot,” another lawmaker stated, noting their voters have suggested Democrat lawmakers should ramp up protests outside U.S. Immigration and Customs Enforcement (ICE) detention facilities in an effort to elicit a violent response from federal agents. Notably, several major U.S. cities have seen instances of violent riots in recent months, including Antifa-led blockades in Portland, Oregon, and riots in Los Angeles, California. Protests have also erupted in New York City and Washington, D.C., among other locations.

Representative Brad Schneider (D-IL) commented, “We’ve got people who are desperately wanting us to do something… no matter what we say, they want [more].” Another lawmaker recounted a meeting where someone suggested using “gasoline” instead of an “extinguisher” when responding to political fires. “It’s like … the Roman coliseum. People just want more and more of this spectacle,” one Democrat observed.

The Axios report was published the same day as Border Patrol agents were ambushed at an immigration facility in Texas by a man with a rifle. A local law enforcement officer was wounded in the gunfight, while the shooter was killed.

Stephen Miller, the Trump administration’s Deputy Chief of Staff for Policy and Homeland Security Advisor, said in reference to the Axios report, “Democrats [are] inspiring domestic terrorism against ICE.”

The lawsuit, submitted in a Boston federal court, argues that the provision is unconstitutional and aims to prevent the organization’s abortionists from receiving Medicaid money.

The organization stated that over one million patients annually rely on Medicaid services provided by its nearly 600 facilities. Planned Parenthood described the measure as an effort to “attack and punish” the organization due to its status as the industry leader in aborting babies.

“The true design of the Defund Provision is simply to express disapproval of, attack, and punish Planned Parenthood, which plays a particularly prominent role in the public debate over abortion,” the organization claimed in its filing.

In June, the top abortion provider suffered a significant legal blow when the U.S. Supreme Court ruled that state governments have the authority to block Medicaid funding for Planned Parenthood clinics, siding with South Carolina in Medina v. Planned Parenthood South Atlantic. Medicaid and government grants comprise a significant portion of Planned Parenthood’s funding.
