President Donald J. Trump has issued a new executive order lowering tariffs on Chinese goods from 20 percent to 10 percent, effective November 10, 2025. The move comes as part of a broader agreement with the People’s Republic of China (PRC), in which Beijing has pledged to take “significant measures” to curb the export of synthetic opioids, particularly fentanyl, into the United States.
The order revises tariff rates initially set under Executive Order 14195 and later adjusted by Executive Order 14228. Those tariffs were originally imposed after China was accused of failing to address the role of its chemical industry in the deadly synthetic opioid epidemic, which the Trump administration has officially declared a national emergency.
As part of the new arrangement, China has agreed to block the export of certain chemicals used in fentanyl production to North America and tighten global export regulations on others. In return, the U.S. will reduce the additional ad valorem duty rate to 10 percent, reversing the hike implemented in March 2025. The Department of Homeland Security (DHS), in coordination with other agencies, has been tasked with overseeing Chinese compliance. President Trump emphasized that the order “may be modified if the PRC fails to fulfill its promises to combat the synthetic opioid crisis.”
The decision follows a string of high-profile developments linking China to the ongoing fentanyl epidemic. Federal Bureau of Investigation (FBI) Director Kash Patel recently stated that the Chinese Communist Party (CCP) is “orchestrating the fentanyl crisis to take out generations of young men and women in America,” describing it as an act of “chemical warfare.”
In October, a Chinese national identified as a “cartel money man” was extradited to the U.S. from Cuba after escaping from Mexico. Earlier this year, the administration also announced a visa crackdown targeting the families of known fentanyl traffickers, signaling a broader strategy to apply diplomatic and financial pressure on those connected to the trade.
