The CCR is funded by several grant-making organizations, including the KR Foundation, a Denmark-based organization that also funds the Centre for Countering Digital Hate, a pro-censorship group. Leaders of the House Committee on Oversight and Reform in the United States Congress wrote to Carter back in 2021 for publishing a “substantially edited” and “incomplete record” of a conversation between him and an employee of American oil and gas company ExxonMobil.
