The U.S. Department of Justice (DOJ) has announced charges against two Haitian immigrants accused of perpetrating an estimated $7 million fraud scheme involving Supplemental Nutrition Assistance Program (SNAP) benefits, also known as food stamps. According to federal prosecutors in Massachusetts, Antonio Bonheur, a 74-year-old naturalized U.S. citizen originally from Haiti, and Saul Alisme, a 21-year-old lawful permanent resident, operated two small bodegas in Boston’s Mattapan neighborhood where the fraud scheme took place.

Despite observably low inventory and minimal business transactions, one of the bodegas reportedly redeemed upwards of $500,000 in SNAP benefits in a single month. The figure, prosecutors note, is one that would be expected for a major retail grocery chain and not a small independent convenience store.

The DOJ indictment details how undercover federal agents visited the two stores and found that the establishments exchanged SNAP benefits for cash payments, exchanged liquor for SNAP benefits, sold international humanitarian aid food packages, and laundered the fraud profits through secondary bank accounts to avoid detection. Prosecutors allege that Bonheur fraudulently redeemed an estimated $6.8 million in SNAP benefits over the past three years alone.

“Fraud is not isolated, but widespread,” U.S. Attorney Leah Foley said of the scheme, while criticizing Massachusetts officials and other Democrat-controlled states who have refused to share SNAP data with the federal government.

Notably, the Massachusetts case comes on the heels of multiple sprawling social services fraud schemes being investigated in Minnesota. The National Pulse previously reported that state government whistleblowers accuse Governor Tim Walz (D) and his administration of having discovered the over $1 billion fraud schemes—connected to the Somali immigrant community—as early as 2019, but having done little to stop the criminal activity.

In 2024, 9,957 people were referred to Prevent. This represents the highest number of referrals since the program’s creation in 2015. Fifty-six percent related to people with no identified ideology. Twenty percent of the referrals were related to extreme right-wing ideology, eight percent were related to Islamist extremism, eight percent to fascination with mass violence, one percent to Incel extremism, and 0.3 percent related to extreme left-wing ideology. Ethnicity data was provided in 52 percent of cases. The data revealed that 68 percent of referrals were white, 18 percent were Asian, eightpercent black, and seven percent “Other.” Prevent received an 117 percent increase in referrals between January to March 2025 following the mass stabbing in Southport, England, which was carried out by Axel Rudakubana. The Home Office has attributed the rise in referrals to “a number of operational and policy changes and improvements, along with associated training rolled out.”
🎯 IMPACT: Prevent referrals are different from terrorism charges. Somebody referred to Prevent is not necessarily guilty of carrying out a terrorist attack, planning a terrorist attack, or holding to extremist ideology. This is also underscored by the fact that more referrals relate to extreme right ideology than Islamist extremism, even though the overwhelming majority of people convicted of terror-related offenses in the United Kingdom relate to Islamist terrorism. This suggests substantial underreporting of Islamic extremism and overreporting of right-wing extremism to Prevent.
đź“ş FLASHBACK: This release of Prevent referral data follows the murder of Ann Widdecombe, a former Conservative Member of Parliament and minister turned spokeswoman for Nigel Farage’s Reform UK party. The investigation into Widdecombe’s death was taken over by Counter Terrorism Policing last month, with the case believed to be a “targeted attack” with a likely ideological motive.

This work supposedly involves traveling “across the country delivering training to police officers, probation services, schools, universities and many other organisations.” However, it has since been revealed that the Home Office does not certify individuals for counter-extremism training, though it funds organizations for such work.

The fact that Bonehill-Paine’s  counter-extremist credentials have since been thrown into doubt makes the appointment even more questionable.

In 2015, Bonehill-Paine served time in prison for distributing anti-Semitic material. In 2016, Bonehill-Paine was convicted of racially aggravated harassment. “The branch and indeed party are fully aware of my past. Our chairman has been a vocal advocate and has supported me since I became a member of the party. I am very grateful for the support,” said Bonehill-Paine at the time.
