Capitol Crib Notes: If GOP Can’t Coalesce, We May Get a Democrat Speaker.

Since Speaker Kevin McCarthy’s ouster, House Republicans have met almost daily in an effort to coalesce around a successor, culminating in the Conference seemingly backing Louisiana Republican Steve Scalise over Jim Jordan of Ohio by a vote 113 to 99. Despite the initial victory of being named Speaker-designate, Scalise’s camp failed to gain traction among members – leaving him well short of the 217 votes needed to win the Speakership on the House floor. Just over 24 hours after winning the Conference vote Scalise bowed out of the Speaker’s race – leaving House Republicans back at square one.

There are now a handful scenarios. The first entails the Conference’s second-choice for Speaker, Jim Jordan, capturing the 217 requisite votes. This is easier said than done for Jordan – who is backed by former President Donald Trump. Scalise allies blame Jordan, at least in part, for the collapse of his Speaker bid and are unlikely to back Jordan’s own bid. Rep. Anne Wagner (R-MO), a Scalise ally, responded with a firm “Absolutely not,” when asked if she’d support Jordan. Moderate Republicans from California and New York appear to be as equally opposed to Jordan.

The next possibility is Speaker Pro Tempore Patrick McHenry (R-NC) is granted, temporarily, the full powers of the Speaker. This idea being pushed by Rep. David Joyce (R-OH) – although with no official ruling from the House Parliamentarian, it is unclear if such a move is allowed by House Rules or even constitutional to begin with.

Alternatively, McHenry could become a consensus candidate and be elected Speaker – although this scenario faces the same math problem faced by Scalise and Jordan unless moderate Democrats also back the bid. McHenry has made a name for himself as the feisty chairman of the House Financial Services Committee and fierce opponent of over-regulation – despite being a leadership loyalist, he’s avoided taking firm stances on some of the more divisive issues in the Republican Conference. Rep. Tom Emmer (R-MN) could also emerge as an alternative consensus candidate.

The third option would be restoring Kevin McCarthy as Speaker. This would likely require the McCarthy camp to cut a deal with moderate Democrats, a significant defeat for House conservatives.

Finally, Moderate Republicans like Don Bacon (R-NE) and Steve Womack (R-AR) – along with Republican members in states like New York whose districts voted for Joe Biden – could opt to back Democrat minority leader Hakeem Jeffries for Speaker. Jeffries would secure the Speakership outright if 5 Republicans backed his bid or if enough Republicans voted ‘present’ during a floor vote. While currently remote, the possibility of Speaker Jeffries becomes more likely the longer the House leadership crisis drags on.

At the moment, securing the 217 votes needed to become Speaker of the House appears to be a daunting – if not insurmountable – task.

REVEALED: Boris Johnson’s Girlfriend Carrie Symonds Was ‘The Real Person in Charge’.

WhatsApp messages from Boris Johnson’s tenure as Prime Minister of the United Kingdom reveal key figures in his government considered his then girlfriend, now wife, Carrie Symonds to be “the real person in charge” of the British government and its decision making.

According to messages sent by Cabinet Secretary Simon Case, the UK press was wrong to label Dominic Cummings – the chief advisor to Johnson – as the “secret Prime Minister”.

“I was always told that [Dominic Cummings] was the secret PM. How wrong they are,” Johnson wrote in October of 2020. “I look forward to telling select [committee] tomorrow – ‘oh, fuck no, don’t worry about Dom, the real person in charge is Carrie’.”

The National Pulse editor-in-chief Raheem Kassam extensively covered the outsized influence the former-Prime Minister’s significant other had on the U.K. government. According to Kassam, Johnson’s wife “…immediately corrupted what little semblance of conservatism Johnson once had, as only a third wife can… almost every single scandal had her bungling fingerprints all over it.”

Symonds reportedly directed government policy on a range of issues including transgenderism, environmental regulations, and the COVID-19 pandemic response. Benjamin Harris-Quinney, chairman of the conservative U.K. think-tank the Bow Group, told The National Pulse in February of 2021 that the power Symonds wielded in government raised serious constitutional concerns.

Harris-Quinney noted that unlike the First Lady of the United States, the spouse or partner of the Prime Minister has no real legal framework allowing for a direct role in government. The latest revelations from those who served in Johnson’s government serve as further confirmation that the un-elected, unaccountable Symonds, not Johnson or Cummings, ran the U.K.

Court Rules Govt-Run Hospital Can Withdraw Baby’s Life Support Against Parents’ Wishes.

England’s High Court has ruled in favor of a socialized healthcare trust seeking to withdraw life support from a seven-month-old baby girl, against her parent’s wishes, deciding “the significant pain experienced by this lovely little girl is not justified when set against an incurable set of conditions, a very short life span, no prospect of recovery and, at best, minimal engagement with the world around her.”

“With a heavy heart, I have come to the conclusion that the burdens of invasive treatment outweigh the benefits,” said the judge, Sir Robert Peel.

“In my judgment, having weighed up all the competing considerations, her best interests are served by permitting [the National Health Service] to withdraw [life support],” he added.

“We are devastated by the judge’s ruling and will be appealing,” said the baby’s father, Dean Gregory.

“Indi can definitely experience happiness. She cries like a normal baby,” he said.

“We know she is disabled, but you don’t just let disabled people die. We just want to give her a chance.”

British judges frequently allow doctors in the socialized healthcare system to not just withdraw life support from children against the wishes of their parents, but to allow parents to take children to other healthcare providers willing to treat them, as in the case of Charlie Gard.

In an even more shocking case last month, judges ruled a 19-year-old woman who had clearly communicated her desire to travel to America for experimental treatment should not be allowed to do so, deciding she lacked the capacity to make her own decisions.

During her case, the courts had also ruled neither the press nor her family could name her or publicly discuss her case, making it possible for them to fundraise or drum up support for her from doctors overseas or pro-life organizations.

Who The Hell Is Austin Scott!?

Rep. Austin Scott (R-GA) is the latest Member of the House of Representatives to throw his name in to the contest for Speaker of the House. The 53 year old Scott’s candidacy is seen more as a gauge for just how much of the House Republican Conference remains opposed to Rep. Jim Jordan (R-OH) than an actual serious attempt to be elected Speaker.

The Georgia Republican was first elected to Congress during the Red Wave of 2010 fueled by the Tea Party movement – although Scott’s own voting record is more reflective of an establishment Republican rather than a small-government Tea Party conservative. Scott has a 78 percent lifetime score on votes important to conservatives according to Heritage Action. On votes to limit mass migration, NumbersUSA gives Scott an “A-“. Scott backed Marco Rubio in 2016 and called Donald Trump “reprehensible”.

According to the X (formerly Twitter) account Unusual Whales – which tracks stock trades engaged in by Members of Congress – Scott was the top political trader in 2021. Scott realized a 780 percent gain on 1,000 shares he purchased in FuelCell Energy in just under 3 months  – from October of 2020 to January of 2021. At the time, Scott sat on the House Agriculture Committee’s Commodity Exchanges, Energy & Credit subcommittee, a role which could have given Scott additional insights into FuelCell Energy’s business.

Scott is married with three children, and was the first Republican to work with Democrats to remove Confederate flags from his home state’s flags and emblems. He has served on the Agriculture Committee, Armed Services, and Intelligence. He is part of the Republican Study Committee and NATO Parliamentary Assembly.

‘Allahu Akbar’ Migrant Knifeman Stabs Teacher to Death.

A Chechen migrant granted refugee status in France has murdered a school teacher and wounded another teacher and a security guard at a school in northern France. He was on the country’s watch list.

Mohamed Mogouchkov, said to be aged 19, yelled ‘Allahu Akbar!’ as he attacked French literature teacher Dominique Bernard, said to be in his forties, outside Gambetta High School, Arras, around 11 a.m. on Friday morning.

Mogouchkov was at large and able to carry out his attack despite being a known supporter of the Islamic State terrorist organization. His brother, arrested following the attack, is also a known Islamic State supporter, and spent time in prison for disseminating jihadist propaganda.

https://twitter.com/AdityaRajKaul/status/1712813201396740330

Hamas, responsible for the deadly terror raid on Israel last weekend, had called for Friday to be a ‘Day of Jihad’ for Muslims worldwide, but it is unclear whether or not Mogouchkov’s attack was directly related to the call to action as of the time of publication.

M. Bernard is not the first French teacher to be murdered by a Chechen refugee, with Samuel Paty having been publicly beheaded in 2020 for showing images of Mohammed, the Islamic prophet, during a lesson on freedom of expression.

DeSantis ‘Pay for Play’ Scandal Emerges as Gov Gifts Top Jobs to Max Out Donors.

Florida Governor Ron DeSantis appointed two businessmen to the Citizens Property Insurance Corporation Board of Governors – the tax-exempt, government-owned property insurer of last resort in the Sunshine State – after they donated thousands of dollars to his presidential campaign.

The news comes at the same time Floridians find their insurance rates skyrocketing as a result of a major, state-wide, industry scandal.

Carlos contributed the maximum donation of $6,600 to the Ron DeSantis for President campaign committee – as did his wife – earlier this year.

Jamie Shelton, appointed to the Board on the same day as Beruff in early October, also gave the DeSantis campaign a maximum donation in May.

The appointments have led to accusations of “pay for play” in the Floridian government. Governor DeSantis has been accused of both granting favors to and receiving favors from multiple wealthy benefactors, as well as pressuring lobbyists into funding his presidential run.

Early on in his campaign, Florida lobbyists were sent texts by publicly-funded state employees, supposedly acting in a personal capacity, soliciting donations through a text system tracking who was and was not giving money.

“What the f— am I supposed to do?” said one lobbyist who felt he might be punished for declining the request. “I have a lot of business in front of the DeSantis administration.”

Israeli Diplomat Stabbed in China.

An Israeli diplomat has been stabbed in broad daylight in China, with his struggle with his assailant being captured on video.

The footage shows the embassy staffer, unnamed as of the time of publication, grappling on the ground with a knife-wielding man wearing white, who appears to stab him several times. A number of people can be seen walking or driving by the fracas, occasionally glancing in the direction of the attack but not stopping to intervene.

After brief break in the recording, the two men are seen still on the ground but now separated by a short distance. The bloodied Israeli climbs to his feet and walks away, while the knifeman rises slowly and limps off in the opposite direction.

“An Israeli employee at the Israeli embassy in Beijing was attacked today (not in the embassy area). The employee is being treated in hospital and his condition is stable,” the Israeli embassy confirmed, adding the “background of the attack is being investigated.”

WATCH: Mass Migration A ‘Grave Mistake’, Admits Kissinger.

Former United States Secretary of State Henry Kissinger claims allowing mass migration into Germany over the past several decades has been a “grave mistake” for the country.

Kissinger, 100, explained in a recent interview with Politico that it was “painful” to see hundreds of Arabs celebrating Hamas’ violent attack on Israel in the German capital of Berlin over the past few days.

“It was a grave mistake to let in so many people of totally different culture and religion and concepts, because it creates a pressure group inside each country that does that,” Kissinger explained.

Dozens of people gathered in Berlin to celebrate the attack perpetrated by Hamas – an intentionally recognized terrorist organization – earlier this week, with German authorities reporting chants of the banned song, “from the river to the sea, Palestine will be free.”

The German government in response has promised to clamp down on those celebrating, with Chancellor Olaf Scholz suggesting on Thursday morning that glorifying Hamas or using its symbols could be prosecuted as a crime in the country.

However, celebrations were not merely confined to Berlin or Germany, as hundreds of similar events took place across European and American cities, such as London, Rotterdam, and New York.

Scalise Drops from Speaker’s Race.

Majority Leader Steve Scalise, R-La., announced Thursday evening that he would no longer be running for the position of House speaker. This decision comes just a day after he appeared to secure the GOP’s nomination for the top job.

Following a closed-door meeting with fellow Republicans, Scalise informed his colleagues of his choice to withdraw his name from consideration. Speaking to reporters outside of the meeting, Scalise stated, “Our conference still has to come together and is not there. There are still some people that have their own agendas.”

Scalise emphasized the need for unity within the party, saying, “This House of Representatives needs a speaker and we need to open up the House again. But clearly, not everybody is there. And they’re still schisms that have to get resolved.”

Scalise’s decision and comments suggest that there may be divisions within the Republican party that need to be addressed before a new speaker can be chosen. This is a developing story, and updates will be provided as more information becomes available.

U.S. Capitol Enhancing Security Ahead of Friday’s Pro-Hamas ‘Day of Rage’.

The U.S. Capitol Police (USCP) and the Senate Sergeant at Arms (SAA) announced an enhanced security plan ahead of anticipated “Day of Rage” protests supporting the terrorist group Hamas. In an announcement the USCP said they would begin enhanced operations Friday, with an increased presence of officers in and around the Capitol building. Additionally, some areas of the Capitol building itself will be restricted to Members of Congress, staff, and authorized visitors only.

The announcement emphasized the increased security was out of an abundance of caution: “USCP and partner agencies are not tracking any specific threats to the U.S Capitol Grounds or Senate state offices, and will continue to monitor and update the Senate community as necessary.”

Khaled Mashal, a former leader of the Hamas terrorist group, called for a day of global rage on Friday, October 13. According to Mashal, the mass demonstrations by supporters of Hamas is intended to send a “message of rage to Zionists and to America.” In response to the call for civil unrest, U.S. law enforcement is increasing its public presence especially in Jewish communities and at synagogues. Reports of increased chatter among Islamic extremist groups has heightened concerns Hamas supporters could engage in violence against. Americans.

Four days ago, Israel declared war on Hamas which governs the Gaza Strip. Hamas This is the first time Israel has formally declared a state of war since the Yom Kippur War in 1973. This past Saturday, Hamas launched a surprise attack against Israel, killing nearly 1,000 Israelis with an unknown number taken hostage. The Biden White House has confirmed 27 Americans were killed by Hamas, while others 14 remain unaccounted for.
