Washington, D.C. Mayor Muriel Bowser’s administration is partnered with the Chinese Communist Party-funded Confucius Institutes, allowing party propaganda to infiltrate district’s public schools and federal buildings, The National Pulse can reveal.
Bowser, who recently made headlines for renaming a street adjacent to the White House “Black Lives Matter Plaza,” has been a partner of Confucius Institutes since at least 2019.
An annual report from the Chinese, communist-run Confucius Institute U.S. Center (CIUSC) identified both Bowser’s office and D.C. public schools as partners of the organization:
The report boasts of the collaboration with the D.C. Mayor, which included a “cultural” event at the federally-owned Ronald Reagan Building, which sits between the White House and the Trump International Hotel (Old Post Office) in the nation’s capital.
The Ronald Reagan Building is the home to a number of federal government tenants, including USAID, the U.S. Department of Commerce, Customs and Border Patrol, the Environmental Protection Agency, and more.
Nevertheless, Mayor Bowser worked with the Chinese Communist-run group to gain access to the building for “hundreds of community members,” as stated in the aforementioned annual report:
“In November we joined the DC Mayor’s Office, regional Confucius Institutes and other Chinese cultural organizations to host a cultural festival in celebration of the 35th Anniversary of the DC -Beijing Sister City relationship. Hundreds of community members joined in cultural activities and demonstrations at the Ronald Reagan Building and our office provided educational programming for 100 DC Public School students who also attended. We are grateful to have worked with the District’s leadership in coordinating this successful community event.”
The programs, bankrolled by the Chinese Communist Party (CCP), masquerade as language learning initiatives, but are on the Federal Bureau of Investigation’s (FBI) radar for intellectual property theft and espionage.
“We do share concerns about the Confucius Institutes. We’ve been watching that development for a while,” FBI director Christopher Wray told a Senate hearing in 2018.
The National Pulse revealed earlier in July how Confucius centers push Chinese communist propaganda on American students by pushing the use of Chinese government-written textbooks, even leading to Chinese military parades being broadcast in elementary schools.
Mayor Bowser is bridging the gap between Chinese Communist propaganda and D.C. classrooms, granting a hostile, foreign country the ability to dictate curricula.
In Washington D.C. alone, the center boasts of over 415 program participants.
In addition to CIUSC’s headquarters being located in Washington, D.C., several Confucius Institutes operate in the city’s colleges and the surrounding area. Through these, elementary schools set up “Confucius Classrooms” in partnership￼ with these institutes of higher education.
Schools including Creative Minds for International Public Charter School, Washington International School, Yu Ying Public Charter School, Georgetown Day School, and Washington Latin Public Charter School are among those that have formed partnerships with CIUSC.
Such Bowser-sanctioned collaboration is hypocritical in light of her Black Lives Matter activism given China’s well-documented racism against black individuals and exploitation of the African continent, what many have likened to modern day colonialism.
The D.C. Mayor has been criticized for her pro-China positions in the past.
In 2015 she took business leaders, including those who donated to a political action committee linked to her, to Beijing.
The Washington Post reported at the time:
Two business leaders accompanying Bowser — developer Buwa Binitie and health-care executive Babu Stephen — have contributed $10,000 each to the Bowser’s PAC since it was established seven months ago.
A third, David Franco, has not contributed. But he is seeking investment in China for a project that has a silent investor who is the single-largest contributor to the PAC.
“There’s a lot that we can learn from China,” Bowser wrote on her blog about her trip, before revealing Chinese investments to Washington D.C.’s newly built Wharf neighborhood.
She bragged: “We also renewed our Sister City Agreement with Beijing, met with the Chairman of the largest commercial property company and the world’s largest cinema chain operator, and caught up with U.S. Ambassador to China Max Baucus.”
Baucus now contributes to the Chinese Communist Party-run CGTN news station, using his position to advocate on behalf of Democratic presidential candidate Joe Biden.
