The women alleged Swalwell engaged in sexual misconduct, including sending explicit messages and unsolicited photos of his genitals. One unnamed woman said she went out for drinks when he visited her city, and he touched and kissed her as she became heavily intoxicated, later waking up in his hotel room unable to remember how she got there.
