A homeless man in Seattle, Viensavanh (Vieng Savanh) Boutdavong, was arrested on Saturday at Tent City 3, a city-funded homeless encampment, after being accused of kidnapping and raping a five-year-old girl. Despite prosecutors arguing there was probable cause to hold him on charges of Rape of a Child in the First Degree and Kidnapping in the First Degree with Sexual Motivation, Boutdavong was released Wednesday night when charges were not filed within the legal deadline.
The arrest followed a 911 call from another resident of Tent City 3, who reported Boutdavong attempting to lure the child into his tent. When police arrived, the child was reunited with her mother but disclosed to officers that she was in pain and had been assaulted. Witnesses and residents corroborated concerns about Boutdavong’s behavior, and police later located him in a tent identified by the victim as the site of the assaults. The child was taken to Seattle Children’s Hospital for a medical evaluation and sexual assault exam.
