Analysts highlighted the deal’s role in accelerating the development of diversified critical mineral markets.

The agreement comes as Beijing says it will enact unprecedented export controls on rare earths and metals on December 1. Beijing’s announcement prompted President Trump to threaten the imposition of a 100 percent tariff on almost all Chinese imports unless they back down from the rare earth restrictions.

Under the new export rules, foreign exporters of products containing rare earths sourced from China must obtain licenses from Beijing’s commerce ministry. According to Chinese authorities, licenses for products with “military use” will largely be denied. The rules also bar Chinese firms from cooperating in specified fields and deny export licenses to foreign entities classified as dual-use or military end users.

“In about a year from now we’ll have so much critical mineral and rare earth that you won’t know what to do with them,” Trump said yesterday  during the signing, with Albanese declaring: “We are great friends and we’re great allies.”

A public inquiry has revealed serious failings by Britain’s socialized National Health Service (NHS) just days before Axel Rudakubana, carried out a deadly knife attack that killed three young girls and injured several others in Southport, England. The then-17-year-old was discharged by Alder Hey Child and Adolescent Mental Health Services (CAMHS) on July 23, 2024, following a risk assessment that incorrectly concluded he posed no threat to others. This decision was made despite records noting incidents of aggression, including verbal threats toward his father—an African asylum seeker—and smashing a phone during a call.

Only six days later, on July 29, Rudakubana stormed a Taylor Swift-themed dance workshop and fatally stabbed three girls: seven-year-old Elsie Dot Stancombe, six-year-old Bebe King, and nine-year-old Alice da Silva Aguiar. He also attempted to kill ten other children and wounded two adults. The attack shocked the nation and led to widespread anti-mass migration demonstrations and riots, which prompted a draconian crackdown by the British authorities.

At Monday’s hearing at Liverpool Town Hall, Nicholas Moss KC confronted CAMHS clinical lead Dr Vicky Killen, who admitted the determination that Rudakubana was not dangerous was unacceptable. “There was risk on the record and it should have been recorded,” she said, conceding the assessment fell “very far” short of expected standards.

Other medical professionals also raised concerns about Rudakubana’s history. Psychiatrist Dr Lakshmi Ramasubramanian recounted a troubling phone consultation in 2021, where she said Rudakubana described symptoms “as if he had rehearsed it from a book” to obtain medication. She described his behaviour as “demanding, argumentative,” and said he tried to “manipulate” the situation. She eventually stopped treatment after his migrant father acted in an “intimidating” and “disrespectful” manner, something she said had never happened in her career.

Dr Anthony Molyneux, who began treating Rudakubana in July 2022, assessed him as a “minimal” risk. He knew of a school knife incident but was unaware of more serious events, including a 2019 assault on a pupil with a hockey stick and online searches for terrorism-related content. Prosecutors said the three men targeted a vulnerable woman, who was befriended and then raped and sexually assaulted by the group. A detective in the case said, “Nabeel Ahmed chose this woman because she was vulnerable. Having befriended her… he instead took her to his friends and they all sexually abused her.”

In 2017, four teenage girls aged between 13 and 15 reported being groomed near a McDonald’s in Stratford. They said they were moved between locations and sexually assaulted by multiple men. A subsequent investigation identified 30 potential victims and led to six arrests, but ultimately no charges were filed. At the time, police admitted the scale of the abuse “could be wider than initially thought.”

These cases have reignited accusations that authorities, including the Mayor’s office, have been reluctant to confront the issue publicly. Notably, Mayor Khan repeatedly claimed he did not understand what “grooming gangs” are under questioning at the London Assembly earlier this year.

Lee Anderson, a Member of Parliament (MP) for Nigel Farage’s Reform Party, commented, “There is real, credible evidence that grooming gangs exist in London, and for the Mayor to have potentially turned a blind eye is utterly shameful.”

The move follows the Trump administration’s crackdown on domestic extremist groups, particularly those associated with Antifa, including President Donald J. The executive order, issued on September 22, characterized Antifa as a “militarist, anarchist enterprise” that seeks to overthrow the U.S. government and law enforcement institutions.

In a 2020 case, the Department of Justice (DOJ) referenced the site in a criminal complaint related to an attempt to derail a train in Washington state.

Andy Ngo, a journlaist who has covered Antifa extremists extensively,  commented on the closure saying, “Over the years, ‘It’s Going Down’ has posted numerous claims of responsibility for domestic terrorist attacks, including an attempt by an Antifa militant to derail a train, which led to the website being mentioned in a federal criminal complaint. The Trump administration’s campaign against far-left extremism escalated in October when a federal grand jury indicted two alleged Antifa members for an armed attack on a federal immigration facility in Texas. The suspects were charged with terrorism-related offenses, including attempted murder of federal officers and providing material support for terrorism. The incident marked the first time alleged Antifa affiliates have been formally charged as domestic terrorists.

On October 16, the Treasury Department also instructed banks and financial institutions to begin monitoring transactions and donations linked to Antifa and other organizations flagged under the new domestic terrorism directive.

In a related development, Rutgers University professor Mark Bray, author of Antifa: The Anti-Fascist Handbook, announced he would be leaving the United States. Bray, a known defender of Antifa tactics, said he could no longer safely continue his work in the current political climate.
