Col. Ricky Buria, a former junior military assistant (JMA) to Lloyd Austin, is reportedly in line for a senior civilian advisory position under Defense Secretary Pete Hegseth, according to multiple defense officials. Buria began terminal leave from the Marine Corps last week and is even under consideration for the role of chief of staff following the departure of Joe Kasper, according to numerous sources familiar with the matter.

But Buria was first appointed to the Pentagon in April 2024 under the Biden government. After Hegseth’s confirmation, Buria remained in place–a “holdover”–while other senior staff were dismissed. He temporarily filled the position of acting senior military assistant (SMA).

“Ricky was only the SMA because he was the only guy standing,” an official told Defense News.

In recent months, Buria has accompanied Hegseth on official travel and participated in high-level meetings. On a recent trip to Panama, Buria was present for discussions with the Panamanian government regarding canal access. He also joined a bilateral meeting in Washington with El Salvador’s Minister of Defense, seated two chairs away from the secretary.

Multiple officials say Buria has taken on expanded responsibilities beyond those typical of a junior military assistant, including personnel input and attendance at foreign policy briefings.

Additionally, campaign finance data uncovered by The National Pulse shows that Buria made a donation in 2023 via ActBlue to Democrat Mike O’Brien, a former Marine and candidate in Pennsylvania’s 10th Congressional District. O’Brien was endorsed by VoteVets–a left-wing group that claims President Trump “hates veterans,” and has attempted to destabilize his Department of Defense using the now-infamous “Signal group chat” story as a cudgel. The group even publicly called for Hegseth to be fired.

Buria has maintained relationships with former Biden-era Pentagon staffers. In a LinkedIn comment, former Department of Defense official Anne Powers publicly referred to Buria as her “partner in crime,” while he heaped praise on others and vice versa.

The White House personnel office is reviewing Buria’s transition to civilian service. Approval is required for senior advisory appointments.

Buria was promoted to colonel in fall 2024. Under standard requirements, officers must serve two years at a given rank to retire at that grade. Without a waiver, he is expected to retire as a lieutenant colonel.

Four top officials have departed Hegseth’s team in recent days. The staffing turnover has left a gap in senior leadership, which Buria is currently helping fill, much to the chagrin of many across the Trump administration.

Under the HUB program, nearly 300 state agencies were required to make a “good faith” effort to include certified businesses in procurement opportunities, including construction, commodities, and service contracts. As of 2025, more than 21 percent of certified firms were involved in state contracts, receiving over $4 billion in awards. Hancock said he supports fair competition but questioned the criteria used to determine eligibility. “How do we audit that somebody was economically discriminated against? How do we verify the information of somebody being economically discriminated against? It’s got to be more than just skin color,” he said. He added that contracts should be awarded “on merit rather than race or ethnicity.”

The move follows an executive order issued by Governor Greg Abbott (R) earlier this year prohibiting race- and sex-based preferences in the distribution of government benefits or opportunities. Abbott said the order was necessary to ensure equality in state hiring and contracting practices. Hancock echoed those sentiments, stating that “Texans deserve a level playing field where government contracts are earned by performance and best value—nothing more, nothing less.”

The suspension has sparked debate over the future of programs designed to support minority- and women-owned businesses. Speaking to YouTuber Turkey Tom, the person described Robinson—who allegedly assassinated Charlie Kirk on September 10, 2025—as “really level-headed and easy-going” while characterizing Twiggs, Robinson’s transgender lover, as someone whose mood fluctuated between depressive and manic states.

The acquaintance recalled how Twiggs would take days off work during depressive episodes to use THC vapes and scroll through social media. They also described Twiggs’s erratic behavior, such as creating “nests” of clutter in their apartment and experimenting with substances like LSD, magic mushrooms, DMT, and alcohol. The person noted that Twiggs’ relationship with his mother was strained, often leading to arguments followed by rants against Republicans and Mormons.

Robinson, described as “apolitical” at first, reportedly began discussing political topics more often after the 2020 presidential election. Twiggs’s political views became increasingly left-wing, with complaints about being misgendered and frustrations with societal norms. The acquaintance noted that Twiggs began taking “black market HRT,” which they said made him “very erratic.”

Discord logs shared by the individual reveal conversations dating back to 2020, including Robinson discussing hunting, fishing, and off-color jokes. In December 2024, Twiggs allegedly messaged about attending a protest in St. George and referred to a Discord server as a “femboy server.” Other messages detailed Twiggs’ erratic sleeping patterns and increasing reliance on ChatGPT, with claims that he spent days awake interacting with the artificial intelligence (AI).

Two weeks before the assassination of Charlie Kirk, Robinson allegedly acted “completely normal” during a Discord call. The acquaintance eventually distanced themselves from the pair, citing the challenges of being around Twiggs’s behavior.

We love breaking federal laws like FERPA (all your data will be leaked) and Supreme Court rulings like SFFA. Please stop giving us money.”

“FERPA” is the Family Educational Rights and Privacy Act (FERPA), and the remarks on the SFFA refer to the Supreme Court’s Students for Fair Admissions decision, which struck down race-based affirmative action admissions policies that disadvantage white and Asian students.

In a statement, Penn said that “a fraudulent e-mail is currently being circulated” and that its Office of Information Security’s Incident Response team is investigating the breach. The messages were reportedly sent to several alumni.

The incident mirrors other politically charged cyberattacks targeting major universities. Earlier this year, Columbia University faced a similar breach, during which a hacker claimed to have accessed decades of admissions data. The same individual later took credit for intrusions at New York University and the University of Minnesota.

Columbia also recently agreed to pay more than $220 million to the Trump administration to regain access to federal research funding, following accusations that it mishandled anti-Semitism on campus and failed to comply with new education directives.

Describing himself as “a constant failure” and questioning life’s value behind bars, he wrote, “without love—what is the point.” He also proposed an international prisoner swap, urging, “Do not let me take my own life and it have zero benefit for humanity or mankind.”

Routh’s path to infamy intertwined fervent pro-Ukraine activism with deep-seated anti-Trump animus. After Russia’s 2022 invasion, the Hawaii resident founded the International Volunteer Center in Kiev, recruiting veterans, many from Afghanistan, to join Ukraine’s International Legion despite visa hurdles. He lobbied Congress for more aid and appeared in an Azov Brigade video, among other stunts. Legion insiders introduced him to journalists in 2023, praising his efforts despite language barriers. A vocal Biden-Harris supporter, Routh’s social media railed against Trump and Israel.

Months before the September 2024 attempt, Routh penned a note to an associate, admitting Democratic-inspired motives. He decried Trump for allegedly abandoning America’s “kind, caring, and selfless” ideals, blamed him for Middle East chaos via a “juvenile” Iran pullout, and offered a $150,000 bounty to “complete the job.” In the letter, found with bullets, he lamented: “This was an assassination attempt on Donald Trump, but I am so sorry I failed you.
