📰 DETAIL: On Wednesday, Prime Minister Burnham failed to provide a commitment to increase defense spending to three percent of GDP (Gross Domestic Product) by 2030. Instead, Prime Minister Burnham pledged to increase Britain’s “core defense” budget to 3.5 percent of GDP by 2035—by which point he will be entering his late sixties and likely out of office. Core defense refers to fundamental military capabilities and readiness, such as conventional forces and hardware, nuclear weapons, and cybersecurity. “When it comes to defense obviously those commitments relate to the Parliament after this one in terms of our NATO commitments… I have been very clear that we will honor those commitments,” said the Prime Minister, before suggesting that reforms in other areas would ultimately allow for more spending on defense. “If we change those things then we will open up the way of meeting our commitments on defense,” he added. This follows growing criticism from defense experts that the former Mayor of Greater Manchester lacks a clear national defense strategy and has not given any indication that he will allocate a sufficient amount of funding towards protecting the United Kingdom.

Critics have characterized the Prime Minister’s non-committal answer as sending a message of weakness to Britain’s adversaries. This creates a particular problem for Prime Minister Burnham, as he appointed John Healey as his Chancellor, roughly equivalent to the U.S. Secretary of the Treasury. Healey is a vocal advocate of the 2030 defense target, and resigned as Secretary of Defence under Burnham’s predecessor, former Prime Minister Sir Keir Starmer, just weeks ago, after Starmer failed to meet the spending target. Moreover, if Burnham fails to meet the three percent target and Healey does not resign or apply some kind of public pressure, Healey’s credibility will be damaged as well. This coincides with the start of the Pentagon’s review of the United States’ military footprint in Europe, which was triggered in response to European NATO (North Atlantic Treaty Organization) countries repeatedly failing to meet their defense spending targets, inviting accusations of “freeriding” on U.S. protection.
